Valentine's has an unusually low bar and an unusually high price. A restaurant charging double for the same menu is not romance. Something made specifically for one person is closer to the idea.

Say the specific thing
"I love you" is on every card in the shop, which is precisely why it lands softly. Name the particular habit of theirs you would not trade, and it stops sounding like a card.
Use the song properly
Not the one that is objectively good — the one that is embarrassing and yours. It starts the moment they open the page, before they have read anything.
Send it in the morning
Most Valentine's gestures happen at dinner, competing with a crowded restaurant. A link that arrives at 7am has their attention entirely to itself.

Is this too much for someone I have just started seeing?
It would be if you filled it. Keep it to a few photos and one light line and it reads as effort rather than intensity — the size of the gesture is yours to set.
Can I make one for a friend instead?
Plenty of people do, and it tends to land harder precisely because nobody expects Valentine's effort from a friend. Nothing on the page assumes romance.
How late can I leave it?
